Important: New ICAO Photo Requirements for PCC — Effective September 1, 2025
The Government of India updated its photo requirements for Police Clearance Certificate applications effective September 1, 2025. Only ICAO-compliant photographs are now accepted. A further enforcement notice issued on December 1, 2025 made digital photo upload mandatory before any PCC application can be submitted online. Applications submitted without a compliant photo are rejected outright.
The PCC is explicitly listed alongside Passport, Surrender Certificate, and Global Entry Program as a document type requiring ICAO-compliant photos, as confirmed in official notices from Indian consulates worldwide.

Full PCC Photo Requirements
The following requirements apply to all Indian Police Clearance Certificate photo submissions as of September 2025. These are identical to the updated Indian passport photo requirements, as both documents now fall under the same ICAO standard:
- Physical size: 35mm × 45mm (portrait format)
- Digital dimensions: 630 × 810 pixels
- Colour photograph only
- Plain white background — no patterns, shadows, or off-white tones
- Face must cover 80–85% of the photograph
- Full head visible from top of hair to bottom of chin
- Head centred within the frame — not tilted
- Full face, front-facing view
- Eyes open and clearly visible — no hair across the eyes
- Neutral expression with mouth closed
- Uniform lighting — no harsh shadows, flash reflections, or red-eye
- Photo taken from approximately 1.5 metres from the camera
- No glasses — must be removed to avoid reflections
- No head coverings except for religious reasons (full face must be visible from chin to forehead)
- Photo must be unaltered — no digital retouching, filters, or background edits
- Recent photo taken within the last 6 months
- Digital upload of photo and signature is mandatory before submitting the online application
Note on Digital Upload: As of December 1, 2025, the VFS Global and BLS Canada PCC application portals will not accept a submission unless the ICAO-compliant photo and applicant signature have been uploaded digitally beforehand.
